Herbert Walker is the Deputy for Administrative and Regulatory Services and has been with the Department since 1991. Mr. Walker is responsible for planning an directing the day-to-day administrative and regulatory support functions for the Department. His oversight includes: human resources, budget and accounting, data processing, word processing, supply and procurement. Other responsibilities include business filings and mail room operations. Additional responsibilities include the management oversight of the Consumer Services section.

Professional associations Mr. Walker is affiliated with include: the State Employees' Association, Mental Health Association of the Midlands, The Action Council for Cross-Cultural Mental Health and Human Services, American Institute of CPA's, The Institute of Internal Auditors, State Internal Auditors Association, and Government Finance Officers Association.

Mr. Walker attended the University of South Carolina where he received his BS in Accounting and Masters of Accountancy. He is a Certified Public Accountant and a Certified Internal Auditor.
